Government of Chhattisgarh · Aug 2025 – Mar 2027 · IST

Ayush Dewanganआयुष देवांगन

I make government records verifiable.

Chief Minister's Good Governance Fellow, working inside three departments since August 2025: land registration, cool-roof policy and the CM Helpline 1076. MBA in Public Policy, IIM Raipur. Available from April 2027.

Live 3D, illustrative: every plot stands for a land record. Watch one get registered.

Work

What I built inside government.

Five pieces of work across three departments. Each chart below plays as you reach it.

CM Good Governance Fellow, Government of ChhattisgarhMonth — of 20

01 Commercial Tax · Registration

30 reforms in, 2 directed for implementation.

Problem
Other states had already solved problems Chhattisgarh still faced, but nobody had ranked which fixes to adopt first.
What I did
Benchmarked 10 states and catalogued 30 reforms: 13 policy, 17 technical.
Result
The Secretary directed officers to implement two: Sub-Registrar performance analytics and counters for women and senior citizens.

02 Commercial Tax · Registration

Measure offices, not the state.

Problem
A single state-wide turnaround number hides the offices where citizens actually wait.
What I did
Designed office-level performance analytics, then built a public prototype on synthetic data.
Result
Directed for implementation. Open the prototype →

Ten synthetic offices against a 5-day promise. Illustration, not departmental data.

03 Commercial Tax · Registration

A ₹3.24 crore DPR: clean records first, ledger last.

Problem
A ledger only proves what is written into it, so the records have to be clean first.
What I did
Ran the feasibility study, then wrote the DPR: architecture, legal framework and risk register.
Result
A sequenced programme across 107 Sub-Registrar offices: clean records first, ledger last.

04 Housing & Environment Pitched

Cool roofs, and the state pays nothing.

Problem
Heat-reflective roofs cool homes, but a subsidy would add a new cost to the state budget.
What I did
Turned it into a rule: an SRI 78+ roof becomes a condition of the occupancy certificate, checked at four points.
Result
Pitched to the department. The developer pays ₹2–4 per sq ft once; the state pays ₹0.

05 Good Governance Live since Jun 2026

CM Helpline 1076: who answers, and when it escalates.

Problem
A complaint is only as good as the officer it reaches and the deadline behind it.
What I did
Mapped grievance categories and the L1–L4 officer chain for Commercial Tax and Housing & Environment.
Result
Live statewide. I remain the departmental point of contact for portal issues.

Live demos

Don't read about it. Use it.

Real 3D you can rotate, zoom and pan, plus two tools for engineers. Public sources and synthetic data only.

Government documents stay inside government. I walk through them where permitted.

Objections, answered

The questions founders ask me, before they ask.

Why leave government?

I am not leaving a career; I am finishing a programme. The CM Good Governance Fellowship is a fixed term that ends in March 2027 (tentative). I want to work on the private side of the same problem I have worked on inside it: making land and registration records usable.

Will you bring government data or access?

No, and I will never offer it. What I bring is how the system works, how officers think, and what breaks on the ground. Everything on this site uses public sources or synthetic data.

Can you code?

I am not a software engineer. I vibe code: I build working prototypes by directing AI coding tools, including every demo on this site. I work in Excel and Power BI daily, and I can read an API spec, write a clear ticket and test what engineers ship.

Can you work without structure?

The fellowship has none. I report to a department Secretary's office across three departments, decide my own priorities, and ship documents that officers act on. Two of my 30 registration reforms were directed for implementation.

When can you join?

April 2027, after the fellowship ends and I graduate from IIM Raipur. I cannot take paid work before that under fellowship rules, but I am happy to talk now.

What salary do you expect?

Open to discuss. I would rather agree on the scope of the role first, and I am happy to talk numbers on a call.

Building with property data, lending or government?

Let's talk. I reply to every message. My fellowship runs until March 2027, so I can start from April 2027.
